Strait of Hormuz flag rollup: the flag states of the live-AIS vessel population (seen within the last activeWindowHours, currently 1.5) ranked by vessel count, each with a sanctioned tally and an oldest_last_seen recency check, plus distinct-flag count and sanctioned share. Flags are best-effort from the MMSI MID (ITU-T M.585). Quality-gated on live AIS. Operators and direction are omitted, not faked. Recently-dark hulls (last 3 to 24h) are counted in darkFleetTotal.
