Use for scheduling across time zones: takes a wall-clock time in a source zone (or an ISO instant with offset) and returns the same instant in each target zone with date, weekday, UTC offset and DST flag, plus the UTC instant. Handles daylight-saving transitions correctly (times in a spring-forward gap move to the first valid instant and are flagged).
