Use when an agent needs the real current time somewhere (models do not know "now"): returns the authoritative current UTC instant and, for each requested IANA time zone, the local date/time, weekday, UTC offset, abbreviation and whether daylight saving time is in effect. Computed from the IANA tz database, no upstream dependency.
