EVM address nonce

Use when an agent signs transactions one after another and must not collide with one already in flight: the confirmed nonce, the pending nonce (the one to use while an earlier transaction is still unmined) and whether the address is a contract. Do not use to check the transaction is affordable (/v1/evm/balance for the funds, /v1/evm/estimate-gas for the cost). No API key, no account.
