DDG Agent-Payable Services

Certify an opentine .tine artifact (format v2) BEFORE you pay for the work product it describes: re-derive every content-addressed step hash, check the parent chain, reject duplicate/replayed and dangling-referenced steps, and return an HMAC-SHA256 signed certification (certified | rejected + machine-readable reasons). States provenance facts only -- structural validity of the run history, never the quality of the work. Zero custody: DDG stores digests and verdicts, never artifact bodies, and never executes the artifact.
