Runs a safe unpaid 402 preflight on the seller route and combines the live payment contract with Circle runtime-readiness plus Agent402 routing, health and independent-settlement evidence. Returns machine_buyable, contract_ready, or repair_required with exact next actions. No target payment is sent.
